Heiko had the best idea in going out to the Sky Terrace of the Washington Hotel. 
There was a plastic tarp to shield us from the wind but it did not block the fantastic view of the courtyard of the Treasury Building and the front lawn of the White House--though none of the secret service was visible on the roof and the lights in the stairwell went out relatively early. There were a lot of tourists but also a lot of locals in this lounge and there was good food and cool music, not to mention the view.
